自由電子報 - 校尉軍官 流浪貓: "先不論行政院是否為維護高官轉任肥貓，轉移焦點的把這二三六人扭曲為肥貓，但吳院長及國防部的說法顯然是在轉移焦點。筆者認為這二三六人中多係轉任至退輔會轉投資的一些所謂「民營機構」，且多為將級軍官，而真正需要照顧的校、尉級軍官只好自找出路了。因此嚴格來講，這些隱身在所謂的「民營機構」中的退役將領的確是肥貓，但只是小肥貓而已，真正的大肥貓是那些公務部門轉任公營企業領雙薪的退休人員。"
